I'm thinking each tier 2 power would have a unique name, so you can identify them. I was throwing Merge out to describe tier2 Scavenger.

The point about too many powers diluting the orb pool is an excellent one. Making very strong powers, like smart bombs and recruit (swap second tier) be second tiers would ensure their rarity (by needing to get two of them on a single torus) and would make them more "earned" instead of just stumbled upon.
Adopting this premise would be a huge game changer, but a very positive one in my opinion.
